Ben Winter is First Secretary Science Policy at the British Embassy in Washington, where he leads UK–US engagement on science and emerging technologies.
Prior to this role, he spent four years as West Coast Director of the UK Science & Technology Network, based at the British Consulate General in San Francisco. There, he led the UK Government’s engagement on research and innovation with state governments, industry and leading research institutions across Silicon Valley and the Western and Southern United States. His work spans emerging technologies and policy areas including AI for science, quantum technologies, synthetic biology, and space.
Ben was a Tech Diplomacy Fellow at the Berkeley Risk and Security Lab from 2025-2026, where his research focused on quantum computing export control policy.
