Artificial intelligence (AI) capabilities for intelligence, surveillance, and reconnaissance (ISR) promise to radically augment the detection, tracking, and targeting of military assets. Both the United States and China are rapidly expanding their space-based ISR capabilities to capitalize on these new technologies. In their new report, Garrett Hinck and Ted Fujimoto find that this transformation will significantly affect U.S.-China strategic stability, but those effects will be uneven and contingent. In conversation with Mike Albertson, they will discuss how the inherent limits of AI models and the use of counterspace capabilities will constrain AI-enhanced ISR across different scenarios, and the implications of these dynamics for U.S. policy.
